For more than a decade, the Front for a New Energy Policy has mobilized communities and broadened the debate on a just, democratic, and decentralized energy transition in Brazil.<\/p>\n

Over the course of a decade, the Front has strengthened coordination among civil society organizations, movements, and communities advocating for a just energy transition.<\/p><\/div>\n

When the Front for a New Energy Policy for Brazil was created in 2014, the term \u201cjust energy transition\u201d was not yet part of the vocabulary of Brazilian public policy or major climate debates. At the time, the coalition was already drawing attention to the impacts of large hydropower plants in the Amazon and the risks of resuming construction of the Angra 3 nuclear power plant, while advocating for alternatives that could expand distributed generation and democratize access to energy.<\/p>\n

Over more than a decade, the Front has helped transform this debate in Brazil by bringing organizations together, strengthening communities, and consolidating an agenda for a just, democratic, and decentralized energy transition.<\/p>\n

Today, the landscape is different. Solar and wind energy have expanded rapidly, the Northeast has become the new frontier of renewable energy generation, and the climate emergency has moved to the center of global discussions. At the same time, conflicts involving communities affected by large-scale energy projects have also increased.<\/p>\n

By following these transformations, the Front has helped build an understanding that now influences civil society organizations, grassroots movements, and part of the public debate: addressing the climate crisis requires expanding the use of renewable energy, but this cannot come at the expense of rights violations, the concentration of benefits, or the reproduction of historical inequalities.<\/p>\n

\u201cIt is entirely possible to generate all the energy society needs with low socio-environmental impacts and without violating rights\u2014in other words, for energy to be \u2018for life\u2019 rather than for death,\u201d says Joilson Jos\u00e9 Costa, Executive Coordinator of the Front for a New Energy Policy for Brazil.<\/p>\n

A Partnership Built Over Time<\/strong><\/p>\n

This journey has been continuously supported by Casa Socio-Environmental Fund, through funding from the Mott Foundation, which has supported different stages of the Front\u2019s work since 2015.<\/p>\n

The first projects helped popularize photovoltaic solar energy and distributed generation at a time when this technology was still relatively unknown in Brazil. In the years that followed, the support helped strengthen training, policy advocacy, communications, coordination among organizations, and, more recently, the institutional strengthening of the network itself.<\/p>\n

In 2022, for example, a grant enabled the implementation of the project \u201cTransi\u00e7\u00e3o Energ\u00e9tica Justa e Popular \u2013 As energias renov\u00e1veis a servi\u00e7o da vida das pessoas e do planeta\u201d (Just and People-Centered Energy Transition \u2013 Renewable Energy at the Service of People and the Planet), which brought together organizations from all nine states of Brazil\u2019s Northeast to discuss the impacts of expanding wind farms and solar farms on traditional and rural communities. The initiative also helped consolidate a narrative based on social justice, popular participation, and the democratization of the energy sector.<\/p>\n

In 2023, the focus shifted to the Front\u2019s institutional strengthening, enabling it to structure its executive secretariat, expand its team, strengthen communications, and make progress in developing its first strategic plan. The following year, a new grant funded a significant portion of the national seminar celebrating the organization\u2019s tenth anniversary and brought together leaders from different regions of the country to update its political agenda in light of the challenges of the energy transition.<\/p>\n

\u201cThe longstanding support of Casa Fund has been, and continues to be, fundamental to the Front\u2019s work, especially because it is one of the only partners that has continuously supported us since our founding,\u201d says Joilson.<\/p>\n

According to him, the resources enabled much more than the implementation of specific projects. \u201cThe contribution includes making it possible to hold meetings among the Front\u2019s member organizations, maintain qualified technical advisory support, and work alongside communities, while also strengthening the national coalition itself,\u201d he emphasizes.<\/p>\n

When Solar Energy Stopped Being the Exception<\/strong><\/p>\n

One of the most significant transformations followed by the Front has been the expansion of distributed solar power generation.<\/p>\n

Installing solar panels in communities is one of the initiatives that has helped expand access to energy and strengthen energy autonomy in the territories.<\/p><\/div>\n

At the end of 2014, Brazil had only 277 systems of this kind connected to the power grid. By 2026, that number had surpassed 4.5 million systems, present in 5,568 Brazilian municipalities, according to data from Brazil\u2019s National Electric Energy Agency (ANEEL).<\/p>\n

For Joilson, this growth confirms one of the main ideas championed by the Front since its creation: decentralizing energy production also means democratizing access to the electricity sector.<\/p>\n

The Front has also worked in policy advocacy, monitoring and contributing to changes in the rules that structured distributed generation in Brazil. The organization participated in discussions and revisions of the Electric Energy Compensation System, created by ANEEL Resolution No. 482 in 2012, through the consolidation of the current Legal Framework for Distributed Generation, established by Law No. 14,300\/2022. According to the Front, this work helped create the regulatory conditions for decentralized solar generation to expand and reach more territories.<\/p>\n

\u201cOver more than a decade, the Front, either directly or through its member organizations, has supported the installation of more than 200 photovoltaic solar generation systems, many of them through the valuable partnership with Casa Fund.\u201d<\/p>\n

The organization also launched the campaign Nossa Casa Solar (Our Solar Home), created to explain in simple terms how families, communities, and organizations could generate their own energy, helping popularize a technology that, at the time, still seemed far removed from the Brazilian reality.<\/p>\n

The Challenges of a Just Energy Transition<\/strong><\/p>\n

As renewable energy expanded, new challenges also emerged.<\/p>\n

With the advance of large-scale wind and solar farms across the Northeast, communities began reporting problems related to access to land, lease agreements considered inequitable, restrictions on traditional activities, and territorial conflicts.<\/p>\n

It was by following these realities that the Front broadened its agenda. \u201cThere is no way not to listen to the pain and the calls of communities,\u201d Joilson summarizes.<\/p>\n

According to Joilson, the expansion of renewable energy must be accompanied by mechanisms capable of ensuring social participation, respect for human rights, and socio-environmental safeguards. \u201cA just energy transition is one in which the necessary increase in the use of renewable energy neither creates nor deepens injustices and does not violate the rights of people and communities affected by these projects.\u201d<\/p>\n

This perspective helped consolidate a concept that has now become a reference point for several Brazilian organizations: the idea of a just, people-centered, and inclusive energy transition, collectively built by social movements, civil society organizations, and partner networks over the past decade.<\/p>\n

For Joilson, the main challenge for the next cycle is no longer convincing society of the need for an energy transition\u2014that debate has already advanced. The challenge now is to ensure that this transformation takes place without repeating the concentrated and exclusionary model that characterized other stages of Brazil\u2019s energy policy.<\/p>\n

He also draws attention to a growing risk: that legitimate criticism of the impacts of large-scale renewable energy projects could be appropriated by narratives advocating continued dependence on fossil fuels.<\/p>\n

\u201cOne of the major challenges today is to systematize and incorporate more clearly the reasons why the energy transition can take place in a just, people-centered, and inclusive way,\u201d he says.<\/p>\n

More than a decade after the Front was created, this remains the organization\u2019s central message: addressing the climate crisis does not simply mean replacing one energy source with another. It means deciding who participates in the choices, who benefits from them, and which rights must be protected so that the transition is, in fact, a transition for life.<\/p>\n","protected":false},"excerpt":{"rendered":"
